Is this pedal any good and does it fit on this practice pad?

The PDP pedal should be okay for intermediate players or beginners at double bass. It's a well know brand so even if it's not the best pedal in the world it's not going to be the worst and that pad should fit any pedal as i presume it'll fix on like a bass drum hoop.
 
You would be better off buying a used pedal. I got my iron cobras for $100 with a case off craigslist and you can get good pedals on ebay for pretty good prices.
 
Yes it will fit, and check out a used DW 7002. Great pedals and you can get them for under 200 used.
 
I will probably go used, what price range should I look for in new pedals that will fit my budget used? Like say one pedal new was 300 but went used for 200, then my max price new I should look into would be 300, I suck at explaining things :|

$250 is usually a good price range for decent used pedals but sometimes you will be lucky and get them cheaper. I saw a Pearl Eliminator go for 250 the other day on ebay and it was hardly used. Keep an eye out on Iron Cobras, Dw 5/7000s and Pearl Eliminators. They are usually the quality choice!

Yes that is a good pedal and a great pad, actually i used them both on my practice electronic set (i put a trigger inside of the bass practice pad) The pdp 602s were my first pedals ever, bought them used and they are still working fine after three years of heavy use, the beaters are the best though, also ive had no problem with them other than and occasional squeak but wd 40 or any oil will fix that, i bought them for $75 and had less problems with them then my $400 dw 8000s
