Precision Drum will build kits from the ground up. You'll have to choose from hardware they stock or provide your own parts, but their shell finishing and attention to detail is incredible.
Another vote for Precision. My primary practice set is a collaboration between them and me: I picked the parts, shell size, etc. They cut the shells, initial sanding, cut the bearing edges. I drilled for the lugs, final sanding, stain and satin clear coat, then assembled it all. The set is definitely one of a kind, definitely personal to me.

Building a custom kit sounds awesome! A friend did it with a small shop and loved picking every detail. Just be clear about what you want, and maybe check out some materials first.
They built me a 3 piece 20 12 16 using Kellers Mahogany/ poplar shell with rounded re rings, small turrets, wrapped in a classy white sparkle finish. No gimmicky suspension mounts. They have an incredible resonance, tuning range and fullness. There are numerous build options.
They also have a showroom not too far from poughkeepsie ny! I nearly drove into a pole the first time i passed their location. May need an appt.to get in.
I have done the Boutique Builder custom build thing a few times . Two of my favourite are pictured below :
Summit Custom Drums Steambent Flame maple shells - shorts stack Tom and bass drum sizes to pay tribute to the Noble and Cooley Star series drums of the 80’s . I ordered the shells drilled and edged and finished . I assembled the drums myself using hardware ordered from drumfactorydirect.com and Stellar wood hoops . This a fun little portable kit . Very lightweight . Sadly this kit was sold to finance something else . I wish I had kept the Summit kit .
TRS Custom Drums Custom Craft shell kit . This kit is based on the builders standard offering custom craft shells - maple shells with an inner veneer or African Mahogany with a vertical grain orientation. I chose the lugs , hoops , bass drum spurs and floor Tom legs and Tom mount to my preference . The finish was something we came up with together . It was an acrylics lacquer finish hinting at Gretsch’s fabulous Caribbean Blue finish . This was a burst finish with a bit more blue in it . Again this kit ended up being sold to finance another purchase .
