It sounded like finger cymbals. Perhaps played by Ralph McDonald? I'll have to check my vinyl album.

I always assumed it was just a tambourine, but Bo's probably right; Ralph liked to employ all kinds of stuff and probably is using something else. When I've played it live, I've had one of my bandmates play it on tambourine. I can also play the hi-hat with left foot on the upbeats but it kind of interferes with the groove. That's what the drummer who played with Simon along with Sting and Vinnie did and it sounded great.
