Something that baffles me almost as much as filing my taxes was Ludwig's system for numbering their drums during the twentieth century.
The Black Beauties were re-introduced starting in 1977. You can check near the muffler knob or strainer for a stamp if there's a 'BR' the drum shell is made...
I see your budget was with the Euro. Not sure how much snare drums would be with imports from overseas with VAT etc...
I'd have to check with Drumazon.
I'd recommend a Noble and Cooley Steambent or a Ludwig Supraphonic or Black Beauty. If you want to stay local the British Drum Co. Merlin...
Possibly a batch of off-shore counterfeit (an item that is made to look like a genuine product but is not authentic) drumheads have hit the market?
There was talk of this happening to Vic Firth awhile ago. Getting some bad sticks branded under their name shipped from Amazon.
It's interesting the weight differences as well as the lathing pattern influencing the tone. I like the second one played more than the other's if it had ben a 21" or 22" even better.
YMMV
Watch this video as well. It's like watching Master Yoda and Obi-Wan discuss hand technique...
YouTube - Murray Spivack - A Lesson with Louie Bellson (1995)
Tommy Igoe and Dave Weckl have videos available somehwere on YT demonstrating matched grip technique. You can also study masters like Joe Morello, Danny Gottlieb ( a student of Joe's), Buddy Rich and Louie Bellson.
If heavier playing is your interest check out Dr. John Wooten and Jim Chapin...

Both around $30.00 and give the sound and response from my drums that I like.
Welcome! To answer your questions- At his age I'd say...
1-no
2-yes depending on make and model and complexity of snare mechanism (a basic good sounding snare can do double duty for now).
3-Depends on budget and level of interest of student. I'd stay with a reputable brand such as Yamaha, Tama...
