Is it ok to use water to clean dust off? I tried just using no water and all im doing is moving the dust side to side.

A damp cloth yes. Nothing dripping and no hoses.
 
Dry wiping dust on a drum finish will scratch that finish same as it would a car.

Yep. I treat my drums finish like a cars finish. California duster is great for taking off surface dust. I then wipe them down with a lightly dampened microfiber cloth and apply a good car wax with appropriate microfiber applicator. I have a Birdseye veneer finish. I would not wax a wrap.
 
The brush attachment on my vacuum cleaner does a great job along with a damp lint free cloth like the kind that is used to detail a cars interior.
