The CAD 7-mic set (About $150, sometimes on sale for $99 from the big retailers or Amazon).

Sounds pretty decent...def sounds better than $100. You will need a couple of stands for the condensers (overheads).

Nady makes some inexpensive drum mic kits that are OK.
The problem is that you have to buy clip on holders for them.
The mics are good though. I have a set.

The tom and snare mics come with clips...you will need stands for the bass drum mic (unless you have a ported head and you rest the mic on a pillow inside - a technique) - you will also need some boom mic stands for the overheads.

Amazon link for the CAD Mics:

Add about $75 for the mic stands and you have a good setup for studio and stage,

I just bought a Blue Kick Ball Dynamic mic for $40.00. I have read a few reviews, generally positive, but you know how that goes. Has anyone had any experieince with this mic and what's up with the 48V "phantom" power?

It's a condenser mic, requires 48v of juice to operate the diaphragm. The mixer or interface can provide the phantom power. Just look for the switch that says "Phantom Power" or it might say "+48". Without 48v, the mic will not work.
