Default Need help with restoring a snare

Hey guys,

I also posted this in the 'Drum Gear' section, but nobody reacted, so maybe this isn't the best place to post this, but maybe people will see it here:

I want to restore the snare of my old kit.
All the lugs (exept one) are broken. I don't want to buy new lugs, so I had the idea of making a sort of free floating snare, by putting bolts between the two rims. So I am filling the holes now, and I put masking tape over the holes on the inside, and fill the holes, but it doesn't get smooth on the inside, so I'm thinking of smoothing the inside too, but that won't look so nice.
And now my actual question:
Will it affect the sound, when I paint the inside of the drum, to cover the filling stuff?

Btw, It's a crappy shell, from a cheap beginner kit, so it doesn't matter if I screw up, but it would be nice to have a 2nd snare.
