Newbie Needs Help with fPractice Kit

Hi. I've decided it's time to learn to play drums.

However, I'm concerned with the noise aspect and my neighbors.

Is there a good practice kit you can recommend I learn on that is very similar to a real drum kit, will give me the feel I need, yet not drive my neighbors crazy?

Also prefer something that won't break the bank.
