I did. I have a Fiberskyn on the reso and a pinstripe on the batter with a strip of felt on the batter side. Great sound actually.

That small of a drum won't handle a hard pounding. You will be feathering the pedal more than stomping on it so tom heads are fine.

They sound better if you let the beater come off the head. If you bury the beater, you probably won't "break" anything right away, but it will sound bad.
On a related note, I'm currently looking for a vintage 16" marching snare with wood hoops. I played on one lately that somebody converted to a little bass drum. I've never liked the sound of floor toms converted to bass drums, but the marching snare, with its shallower depth sounded great!!!

If you don't want to go with a specialized bass drum head, You may want to try an Aquarian Performance II. It is in between a bass head and a standard tom head.

A 16" kick built from the ground up as a kick drum would likely sound better than a floor tom loafing about on its side (and this means using wood hoops and claws. They are available). Head selection should not really matter, but I have always used a batter patch to avoid repetitive stress on the beater point.
