Default Rogers Londoner 9/72 kit in Black Strata

I may have the opportunity to purchase a pre-CBS Rogers Lononder kit in Black Strata finish (same as Ludwig Black Oyster Pearl "Ringo"). It's 4 drums 12, 13, 16, 22 no snare. It's in very good condition EXCEPT for missing original bass drum hoops and a few of the tom rims aren't orginal either. The seller isn't sure what they're worth . I was thinking of offering $400. What do you guys think?? Here's a pic (not actual drums):

Why not?

You can always get replacement hoops. In the interim, drum parts companies can supply hoops. You can then search, at your leisure for the original components.

$400 for a Londoner in good condition is worth it to me. The 5-ply maple/poplar shells sound really deep and warm.

The kit is collectible. If you do find original parts and restore it, the value will only increase.
