Default i need some suggestions

i have a late 80's-early 90's premier royale snare drum, and well, the other day i went to replace the strings and saw that on one side of my snare,fitted the plastic strap, and the other side had holes to put string through. i have not changed this snare since i got it, it just came out like that.

is there anyway i could change that so i could put a strap on both sides?
using house hold tool preferably.

If the drum is equipped for string-mounted snares only, why not use strings?

You need to be using braided nylon. The stuff they sell in drum shops tends to be bright orange, but in myu experience it's a total rip-off. Go to your local hobby/ arts and crafts shop. Any cotton string will stretch and isn't suitable.
