Default Wrinkles

I have a cheap MIJ kit that I am using for a gig (weight and size) and I can't get the wrinkles out of the bass drum head. When I tension it enough to get rid of the wrinkles, it is pitched too high. When I tension it so it sounds good, there are wrinkles.

Possible causes:

Bering edges
drum head

Any comments? Suggestions?

It sounds like you have properly diagnosed the problem, and beyond fixing the bearing edge or whatever, my only suggestion is tuning it to sound good and dealing with the wrinkles.
