Default kind of a stupid question

Hey
my drum knowledge is very low but ive seen many setups like these(pictures below) i think it would be a good setup for me but my question is how would i get such a set up?what things do i need to buy. i have pretty much everything like the kit and cymbals and all mainly that single tom im trying to figure out

Just get a clamp and mount the tom off a cymbal stand.

In addition to what PFOG said above, you could also look at placing the rack tom on a snare stand.
