Default Head Ruination

Hey, I have a vintage seamless brass drum from 1920 and it has single flange heads, but it seems to have a big curse with it. Although the drum is still perfectly in round, whenever I put a batter head on and fit the hoops down, the hoops are smaller than the head. This results in the heads, although staying in tune, coming apart. Currently I have a head on and all around it sits fine, but on one side the actual head has split from its metal casing. Are their any smaller heads for a 14" snare on the market?
ps I tried using some triple flanged hoops but they are so wide for the drum the lugs suffer from tremendous lug splay and it becomes VERY hard to tune....

What's the measured diameter of the shell? Sounds like it's well under the 13 7/8" standard for a 14" shell. I think Remo can custom-make heads in odd sizes. Or get some calf heads made. Keep in mind that a 90 year old drum well predates modern drumheads and the standardized sizes

I have a calfskin head but i only like to use that for studio or brush work as its hard to replace....
