Default DW9300 Snare Drum Stand Question

I bought a used DW9300 snare stand, and it seems great, only I have two questions. Does the basket of it rotate at an angle to let the snare drum sit slanted, like have one edge of the rim raised and the other lower, and does the rod that the basket sits on the edge of move?

I've tried rotating the plastic adjustment knob, and moving the rod, but nothing wants to budge. Any tips or videos on how to use this, or does it just not have those features. Thanks so much for helping with this probably dumb question.

You might not have noticed it, but you have to loosen the drum key lock. You can see it here to the left of the black handle.

I actually took that screw all the way out. Still nothing moved.

sounds like it's seized up............maybe some rust inside.
