Default playing halftime 8th note patterns..

don;t know if this is an obvious question, but How do you determine when listening to a song if it is suited for halftime 8th note grooves?

I might be naive and a noob, but isn't half time 8th notes just quarter notes?

Edit: Just to clarify I mean the bar gets stretched over 2 bars so the 8th notes fall on the quarter notes, I don't even know if this makes sense.

Half time kinda lends itself to longer phrasing on the other instruments. But there are gonna be times for more rapid and 'fill' type sections too. "Do what thou wilt (as long as it works) shall be the whole of the Law."
