Holding the beat

So I've had this idea to keep in mind when writing the chart for a song for a while now...

Always have one hand/foot holding the beat consistently.

So either the snare is always on three, or the hi-hat is always on the up beat, or the bass is always on wherever.

Anything else besides that one appendage, anything goes, just don't let it get crazy.

So what do you guys think of this theory? Have you seen it used before/have you thought about this before?
 
I think most drummers already use their right hand as a pulse (typically 8th notes) and/or bounce their left foot in time to keep the pulse.

A good idea, and an old one.

It's a pretty common concept to solo around one or two limbs holding down a pattern.

Terry Bozzio has practically made a career around the concept.
