Differing rebound on differing snare head tuning

Ive just got myelf a brady snare, and noticed that when it is tuned low the head gives off far more of a bounce too the stick. However when tuned high the stick gives far less bounce. Im assuming this is normal for all snares.
 
I think it has more to do with the tuning of the resonant head in relation where the batter is tuned. I've got kind of the opposite thing going on with a couple of my snares. My lower tuned snare has a lot of give and the higher one feels like it could take a bullet. It may have a considerable amount to do with the head selection as well. What skin do you have on it?
 
I've got rather new remos, and i think it has very little to do with head selection. But the tuning of the reso head would seem more on the right path to me. The difference with tightening was night and day. Although it did sound good in any direction. If anyone clearly knows get in contact please.
