Hi-Hat Stand Piece

I was disassembling my dad's old HH stand and as I was reassembling it, I stumbled upon a small rubber piece. It fits around the upper pull rod, but I have no idea what it does.
Any ideas?
 
At a guess I'd suggest it's there to provide a bit of shock absorption and stop the metal on metal 'clunking' sound when the foot is taken off the pedal. Pics would help confirm though.
 
No way of getting pics up right now, but if it helps, I'm using a Tama Stage Master Single Braced Hi-Hat Stand. Model # is HH35S, but even looking at the diagram Tama offers is not helping...

Post the TAMA diagram (readable) if you can, we'll tell you what it is.
