Most drummers lock their throne so that the seat doesn't pivot.
A pivoting throne makes it harder to play the pedals.
All of the mid range to high range throne seats do pivot smooth if you loosen the set screw just a bit. You can put a slight bit of petroleum jelly on the shaft to lube it a bit for smoother operation.
What's happening is the inside of the seat receiver seems to be wearing down, so now there's instability on all axis. Kind of like the top of the shaft is maybe worn to a point so the seat is balancing on a much smaller surface.
What brand and model throne do you have? Which ones have you tried?
The thumb screw under the seat should apply the amount of tension that you need to make the seat pivot without being loose. Like I said you can lube it.
