any ideas of era, make, value? some pitting as seen on closeup photo...

Looks Ludwiggy to me. I used to have an Atlas snare stand it the components had the same kind of finishing, bolts and proportions.

since i had an old Ludwig cymbal stand, i'm guessing this was part of it. i sold it on eBay for $70-90.

could this be worth putting up on eBay or is its value very little?

It's probably worth very little and shipping would cost more than the item. I'd save it for a backup or spare parts or experiments but you can never tell what some people will buy. You could see if you'd get $5 for it.
