The dip is a product from the hardware store Called Plasti-Dip. Its made primarily for dipping tool handles into. About 8 bucks for a can.

Did you do anything special to keep it from making the inside (where the lug fits in) too thick?

I hung them from the hole in the top with fishing line, and let it drip down to dry. When it was dry, I cut off the excess drippings and the hole for the lug was totally empty.
