Default electric power pads

I have been looking into getting some electric power pads for my Pearl Export Series drum kit but I was wondering I would be able to use a regular double pedal kicker on the electric pad or will I have to purchase an electric double kicker?

Not quite sure what you're asking here but I'll give it a shot.
For your first question- you can use a double pedal no problem with an "electric pad" such as this http://www.roland.com/products/en/KD-85/
As for an "electric double kicker" not sure what you're referring to there but there are these pedals which don't use heads at all http://triggera.com/kick-pedal-trigger
Are you trying to implement an A2E (acoustic to electronic) set up or do you just want to use electronic pads (ie Roland, Yamaha, etc)?
