Default Pearl eliminator chain conversion

I bought the belts for the eliminators, but there's this black hexagonal-shaped screw underneath both pedals that connects the belt to the footboard that is INSANELY tight. I brought it to shops and no one could pry it open with the allen wrenches.

Any ideas?

there's always the classic trick of soaking the bolt in wd40 overnight....
