Hi hat stand makes "boing" sound when coming up

On my hi hat stand, the tension seems to be too tight, so whenever I stick my hi hats and release, they make a harsh abrupt stop when they come upon, making a crappy and loud sound. It's like the tension on the pedal chain is too tight maybe, and there's a lot of force pushing the top hi hat up. Has anyone else ever experienced this? What should I do? I know it's kind of hard to explain.
 
What hi hat stand is it? There should be a tension adjustment collar around the shaft just above where the legs attach (often black and made of plastic). Have a play around with that and back the tension off. See if that helps.

Try taking the upper tube out and putting it back, or just raise it a little and see what happens.

Sometimes the bottom edge of the tube can interfere with the spring.
