Dw throw off?

I recently borrowed a dw collectors series snare from my friend who says he hasn't tuned it in years, which shows. I'm soon to record with it, but after giving the drum new heads and tuning it, I realized there want any way to adjust the strain on the wires without hand moving the chains? Is mine jammed? I have no clue as to where I can turn it like my p85 throw off.
