Beater Balancer

Ive been messing around with my iron cobras, and Ive always had the beater balancer up at the very top of the beater shaft. But recently I was wondering if it really does create more resistance with the balancer up top or bottom. But now Im confused. Its a little late right now so I cant slam the pedals and wake up the house but im having a hard time telling which creates more resistance, keeping the balancer on the bottom or top? It doesn't give a clue in the owners manuel just says to balance as you please. Any ideas and experience with this?

Im hoping tomorrow Ill be able to get a better idea, but right now this basic physics question is really bugging me.
 
That's correct, you'll feel the greatest difference when the weight is at the top of the pendulum or beater in this case.
