Where I live a custom setup will cost more, although the skate shops near me, used to and probably still do generic setups.

The deck will usually have little to no pattern on it and yeh the trucks and bearings/wheels are not going to be the greatest but get her something to start with, she may decide she doesn't want to persue it after a couple of weeks of hitting the deck (I knocked my front tooth out when I was 11 on my skateboard)
