I dont know of a voice service like that....but almost all carriers have a sms e-mail to text service. You just need to find out and look up the carrier service of the phone number your are sending the message to. You can then type an e-mail, send it, and the other person will recieve it as a text on their phone. Here are the addresses of the most popular carriers

T-Mobile: phonenumber@tmomail.net
Virgin Mobile: phonenumber@vmobl.com
Cingular: phonenumber@cingularme.com
Sprint: phonenumber@messaging.sprintpcs.com
Verizon: phonenumber@vtext.com
