I believe those will only fit the lug hole spacing of Renown and above. Catalina lugs are smaller.

And I think the hole spacing is too close for an Atlas mount too. Not sure though.

I think one of the problems with the control ring on smaller heads is it's too wide for the size of the head. They should narrow them down for 16" and 18" heads. Of course one could always trim it...

Those criteria are difficult. 12-13-16 is hard to come by these days so you're stuck with old drums from the 70's-80's. Actually vintage (70's) Ludwig is probably your best shot at finding those...
