I'd look at a solid mid-level kit (Mapex Meridian/Tama Silverstar/Yamaha Stage Custom) to free up some room in the budget for better quality cymbals.

Acrolites (like all metal Ludwig snares) can handle a pretty wide range of tuning, but new heads would probably help dial in a better low tuning, as would a little Moongel.

Taking a quick look at Interstate Music shows both Puresound and Fat Cat make 15" wires. I've used both brands and I personally don't hear the $10 difference in price, so I'd recommend the Fat Cats....
