I usually refer to them as RIMS mounts, although that is actually a particular company that makes that type of mount.
They should not affect tuning, since they are isolated by the rubber washers.

my ride sits so that it overlaps the outer edge of the floor tom. I can reach it with my arm comfortably down, elbow almost against my body.

My local drumshop has a Ludwig legacy in black galaxy wrap that is really classy looking.
It is a 20" bass, 12" tom, and 14" floor. Tom and Bass are undrilled. Priced at $2300 for the set.
