Firstly, buy used..

With 2000-3000 you could deffo buy pro when buying used. There are loads available, each company has their own high end kits which should, hopefully be more than you are...

I'd go for the Sonor's. I've just ordered mine in red sparkle :). They're built really well, look great, hardware is excellent, pure maple! Use the search function, you'l see loads of other members...

Rockem music do some great deals on for Mapex kits! You live in the UK too, you can get free p&p on the M Birch kits, check em' out!

I think those two kits youve shown look like beginer kits, you might need to spend a little more cash to get an 'intermediate' kit. I would say that an intermediate kit would be Gretsch Catalina...
