Does your bass drum pedal have spurs built in? Check to make sure any available spikes on the spurs are out and digging in to the rug. The front of the bass should be slightly lifted off the floor.

If I were you, I wouldn't spend a dime on that kit. Looks to be an import from the 80s(?). Rogers' glory days were from the late 50s/early 60s to the early 70s. Some folks even like the Big R era...
