You're on the right track, if new is what you want. I'd recommend (as most here will) going the used route. Therefor, you can spend the same or less, and get a much higher-end kit for the same price....

I think that no matter what you do, you'll always have that buzz. I get it when playing live, and I actually love that buzz. The audience isn't noticing it as much as you think, that I can guarantee.

Just scored a crappy old no-name kit from ye olde Craigslist for $50. I didn't care for the kit, but the 14x6.5 Pearl Free Floating Steel snare sure did appeal to me.

Yeah, having them clamped tightly does make the cymbals more prone to cracks, as well as choking it some. I figure this only matters if you hit hard though. I myself have my cymbals very loose, and...

A couple of days ago, I picked up a Meinl 18" Vintage crash (gorgeous cymbal, but not the point of this post). As you are no doubt aware, Meinl isn't exactly cheap... As such, I was a little hesitant...

I uhh, I hit my cymbals. They make sounds. I have ones that make different sounds; higher pitch, lower pitch... That's pretty much how I orchestrate them.

If you're liking the Tama SLP snares, might I recommend the G-Bubinga? It can take a low tuning and serve up a huge amount of bottom-end, and smack you in the face with its punchiness.

I'll echo the "buy used" sentiments. You'll have to do a bit of digging, but you'll be able to find a professional kit at or under your $700 budget that will be way nicer than any intermediate kits...
