The answer to your primary question must be no. One is not necessarily better than the other.
I currently own 15 Rogers Dyna-Sonic snare drums. The earliest is unplayable. The lugs are cracked....

Quite a few Dyna-Sonics floating around missing the frame because someone "wasn't impressed" or just didn't take the time to learn the drum. Even a few of the wood ones have been found to have snare...
