My old Rockstar DX kit from '93 used to have the 16x16 floor tom mounted up on the bass drum tom stand. It forced you to tilt the drums a bit more (think Lars Ulrich in the 80/90's). I put that one...

I would think this gives you the most flexibility for two toms on one stand. I have an 8" and a 10" on one stand and that was way easier to set up than my 12" with a crash cymbal on one stand.
