In my experience, the Ayotte-Keplinger wood-hoop snare drum would be the closest thing to what you're looking for. It's expensive as hell, but it truly is the best of both worlds.

I just picked up a used Sonor Jungle Kit for $450, and it's pretty awesome. Well worth every penny of nearly 1/10th of your budget, and it certainly doesn't sound 10x worse than my big Delite kit! ...
