If you can use sandpaper, put some cotton wool in a piece of cotton to make a rubber, lightly apply a few layers of shellac to the affected area, then apply some wax & buff to finish = it's easy. ...

I think that affect would be almost guaranteed, but there may be downsides re: creativity, interpretation, etc, etc. Upshot is, I have no idea, but I'm sure as hell not going to get that done to...

Something small & absorbent in the bottom of the drum is all that's usually needed to mitigate against pipe resonance. Something like a 12" square of 1/2" thick closed cell neoprene is perfect.
