It's also the drum on the kit someone could sell the easiest, to get something else, or if they are in a financial pinch.

High end kits may, or, may not come with a snare, but mid-priced kits...

Yep, sounds like the rug is too thick. Check the space for the hoop/grip on the pedal too, if it's moving on you.
