I think you're thinking of short-stack toms (the 4" and 5" deep drums). I've always seen fast sizes referring to one inch deeper than standard sizes.

If I play 1 up, 2 down, I use 12/14/16. I have not tried a 15" but would love to. Not that keen on 18"s. They sound very flabby and thuddy.
