What the ... is this?

A company called North drums made single headed drums with flared bottoms. My guess is that they're North Drums.
 
Yup. Those are North drums. For more weird flared concert-tomishness check out staccato drums.
 
Saw Jack DeJonnete at the Bottom Line in the mid 70's,playing a North drums.Loud,but they sounded pretty good...but then again...Jack was playing them.

Is 700 he is asking a good price?(I dont want to buy them,just asking)

700 Euros is a real good deal on them in my opinion...they are only going to increase in value...I don't think I've ever seen a set that size go for under $1500 US.

as a child of the @70's I can remember that the only thing on stage wider than the bottom of the toms were the guitarist's flares...
