Fixing out of round hoop ???

If you have a ratchet bar clamp you can take the end off, turn it around, and now it pulls stuff apart instead of keeping it together. It's a nice way to get small, even increments.

Would that work for a metal shell that’s out of round, do you think? I’ve got a copper shell that’s so bent you can barely get a head on it.

Sure will. It's best to build a jig or a form on each end that matches the inner curvature of the shell. Otherwise you may be concentrating too much pressure on a small area and end up with crease.

You can also put in on a padded surface, bench, counter top and gently lean on the high side until it gets close. Draw a circle on a piece of paper using the head and use it for a pattern to fit the drum into after trial and error.
