Do cymbal holders/stands come with felts?

Do stands/holders normally come with felts or do I need to purchase my own?

All of the cymbal stands and cymbal arms I have bought have come with 2 felts and a plastic sleeve.

I have never purchased stands - new or used - that ever came without felts.

And to build on DMC's input: And if somehow you do end up with a used stand with none for the felts, washers, or sleeves, the stuff is pretty darn cheap to buy separately.
