Shell packs are just completed drums, no stands.

I would add to the above statement that normally a shell pack does include the tom mounting hardware on most production / non custom kits.
So I would assume you order will included on tom mount that will go on the bass drum and floor tom legs.
And of course it is mandatory that you post pictures of the kit when you get it http://robertmdrums.com/emocons/wink.gif

Floor tom legs, and mounts for the toms if you have a virgin bass but no stands or other hardware.

I was wondering this too. Does it come with hoops, lugs, tension rods, etc.?

The term "shell pack" usually includes everything you need to set up/play the drums that you buy, with the exception of a cymbal stand to mount any non-bass drum mounted toms or a snare stand. When you buy a shell pack, they are assuming that you have cymbal stands, bass drum pedal, snare stand, high hat stand, and all of that. If you buy the kit with the hardware package included, you will get all of this stuff (mostly...sometimes they don't include a bass drum pedal). It's best to ask the people you are ordering from EXACTLY what it is you're getting for your money, just to be sure...
So, yes, a drum will come with hardware and heads intact--ready to hit with a stick when you get it...
