This is one of those things where it's easier to understand by hearing it than by reading it. I'll take a crack, but others may be able to phrase it better.

Warmth is based on the material. Fleece drum heads, down drum heads, etc are very warm.

Bright refers to the color...if it's shiny, it's bright. Also, colored heads can be very bright, like yellow ones.

No, I kid. For serious, though:

A warm head is one that resonates easily, often in the lower tuning range. A head that sings without a lot of overtone or high pitched additional noise.

A bright head is one that cuts through a mix easily, and is less resonant, with a better natural high pitched hit to it (relative to the tom size, of course).
