I have a vague idea what this is , but could someone give me some advice on :
1) How to do it :) (Please explain)
2) How to practise and improve the technique
3) Why do people use this technique , and do you have any other good advice on achieving fast and undercontrol double bassing?
Thanks!

I have no idea how they do it but it works for some.
My best advice: practice practice practice until it hurts and then practice some more, TO A METRONOME.
Here's some wicked, nasty, brutal, godly, demonic swivel that will make you want to quit double bass:

Ddrum artist Tim Yeung of Divine Heresy. Check out @1:34. Sick. He's pulling off sixteenths @ 237 bpm!!!!! Uh, yeah, that's why some people use that technique.
