Welcome to Drummerworld. There have been several threads on this forum that give insight to your question. You may have some luck with the "search" feature.
1.In my opinion, a qualified teacher will include the following in his/her lesson plans:
Reading
Techinque
Coordination
Knowledge of Styles and Musical Applications
2. You will want to inquire of the teacher's musical qualifications. What school(s) did they attend? Whom did they study with privately? What is their performing experience? How long have they been teaching?
3. The best teacher is not always in your immediate area. If your search doesn't produce results in your area, look for a teacher in the closest metro area. There are many of us who have driven hours to take lessons.
4. This forum has members from all over the world. If you let us know what area you are in, someone may be able to recommend a good teacher.
