when ever I try fills (stickings) they dont seem to work with the song Im playing another drummer said its because you should start them on the and of one. is this true and is this because of beat displacement. if so wheere can i read up on the subject.

You dont have to start on any the and of one always, or ever. But it is very easy to do that, and usually works out nicely.

It might be that your fill at the moment aren't working because your technique isn't quite there yet; are you speeding up during the fills? Is it that you're not coming out of the fill in time with the music? These are very common problems amongst drummers. Try recording yourself and see if you can hear the problem on playback. Don't worry about beat displacement until any timing issues are addressed.
i already work on chapin please give a place where theeres a verbal explanation either on video or book.so that i might be able to apply theese stickings and no how to play them continuosly thanks in advanced.

Gavin Harrison's "Rhythmic Illusions" is a great book and use it with the students who really want to take their stuff to a new level. All you need is some patience, a drum machine (you can them cheap on eBay) and a little reading ability.
I really recommend the drum machine, not only because it makes the book easier, but it gives you a different cerebral understanding of beats and how they work. You can program a simple rock beat into one, play it for a while, play simple fills, etc... then you can start "reversing" the feel with modulation, doing 12/8 against it, odd-times, polyrhythms, etc. Eventually, you'll be totally in control of whatever beats you want to play against and with 4/4 time.

beat displacement is basically taking a beat - paradiddle for example RLRR LRLL - and moving it around either forwards or backwards
s0 paraddile displaced backwards 1 note becomes LRLR RLRL
and forwards 1 notes becomes LRRL RLLR
if you are talking about odd groupings of stickings like 5's and 7's - you need to play them alot to get them ingrained into your mind so you can incorperate them into your playing. its all about how you phrase you drum patterns/fills / grooves
