Just wondering what is the best bass drum practice pad and roughly how much do they cost?

Gibraltar and Pearl both make one and they're both excellent. It has been discussed many different times so doing a search here is your best bet. Also looking online for prices is as well.

When thinking about a bass practice pad, the only thing you should really worry about is durability.
Go on musiciansfriend or zzounds or music123 or somthing and check out how people rate the pads and stuff.

Hmm... Sturdy you say...
Here's what I done with knackered bass pedal...
The clamp thread had already gone on it and I had already replaced it with Tama double kickers.
The two bits of 5"x2" are screwed to each other and the base from three directions , I have dense foam rubber on base to deaden vibes and prevent creep,
It is held in place by one 2" bolt which is fixed at the reqd jaunty angle with a brass cupboard door knob on top and is easily tautened down and/or removed.
Oddly enough Wifey says it's still a bit loud/resonant so, the next mod will be to attach/glue a piece of rubber (possibly a bit of cycle tyre) to cut down ring and improve response...
This will allow me free up more practice time and sidestep the obsessive-compulsives that live next door, who enjoy sitting around an a4 pad writing down every sound that comes from my humble abode...
Improvise, adapt and overcome.
